How to Use Your VA Education Benefits at ʳɫÊÓÆµ

The School Certifying Officials in the Office of the Registrar submit eligible enrollment to the VA for students to receive their VA education benefits. Students request use of their VA education benefits through the online . Please be aware of the priority dates & deadlines listed below.

Due to ongoing VA reporting requirements, benefits requests may take up to 30 days to process.

  • To start using VA education benefits, you must already be formally admitted to ʳɫÊÓÆµ State University as a degree-seeking undergraduate or graduate student. If you are a prospective student and need information about applying to ʳɫÊÓÆµ, please visit ʳɫÊÓÆµ Admissions.

    If you haven't already applied with the to use VA education benefits, please plan on applying at least two months before the start of your first term at ʳɫÊÓÆµ to obtain your Certificate of Eligibility.

    You will be prompted to upload your VA-issued Certificate of Eligibility (COE)* through the prior to submitting a Benefits Request for the first time.

    On the ʳɫÊÓÆµ VA Student Dashboard, click on the VA Benefits student folder to view the VA Student Dashboard. From there, click "Submit Benefits Request." To access off campus, download the on your laptop or desktop. If you have any questions or need assistance, please contact UITS

    • No COE? Apply online at va.gov and wait for your COE.
    • Already applied with the VA but haven’t received your COE? If it has been over 30 days, please call the VA Education line at 1-888-442-4551 for assistance.

    *If Chapter 31 VR&E: An authorization is required and is provided by the VR&E Counselor instead of a COE.

  • Students must request use of their VA education benefits every semester they wish to use benefits through the online .

    1. Register for your classes in Owl Express. 

    2. Submit your VA Education Benefits Request online. Click on the VA Benefits student folder to view the VA Student Dashboard. From there, click "Submit Benefits Request."

  • If you are a transient (guest) student attending ʳɫÊÓÆµ while pursuing a degree at another institution, please contact both your home institution's School Certifying Official (SCO) and your designated ʳɫÊÓÆµ SCO for guidance. To process your benefits, our office requires a Parent Letter sent directly from the SCO at your home institution.
Tuition Classification

Out-of-State Tuition Classification: All students using VA education benefits are eligible for in-state tuition rates, either through reclassification from out-of-state to in-state or through an out-of-state waiver. If you are classified as out-of-state for tuition purposes as stated on your ʳɫÊÓÆµ acceptance letter and plan to take any on-campus courses, you must complete a tuition classification review and/or waiver application with the Tuition Classification Team.

    *LATE Benefits Requests: Processing may be delayed. Please anticipate late VA payments.

    **Ch. 33 Post 9/11 & Ch. 31 VR&E students: Benefits Requests should be submitted a minimum of one week prior to the beginning of the semester for the benefit to be applied to your student account in advance of the payment deadline. Ch. 31 VR&E: A VR&E authorization must also be on file to process the benefits request.

    ***Final Certifications: All student schedules are reviewed again; any changes are submitted to the VA along with the finalized tuition and fees for Ch. 33 Post 9/11 students.
